What Vaughn will do 

Open Town Hall.

  • Make Council voting records public

  • Hire a new Integrity Commissioner who will follow the rules

  • Publish detailed expense reports for every Member of Council

  • Welcome resident voices in to the Council Chambers

  • Reduce employee turnover, keep good talent and knowledge

  • Complete Freedom of Information requests in a timely manner

  • Start an open data and routine disclosure program

  • Fight hard against amalgamation

  • Don't let Niagara-on-the-Lake become “Las Vegas North”

  • Push back against Provincial power and influence

  • Focus on the needs of local residents

Focus on Community.

  • Donate the Lord Mayor's salary to local charities 

  • Schedule Town rentals for local, non-profit sports organizations first

  • Stop the roundabout in St. Davids and improve traffic safety

  • Create a clear and specific plan for the future of Centennial Arena

  • Explore the potential for kids to skate on summer ice in Virgil

  • Plan for the future of swimming and aquatics in St. Davids

  • Work with the School Board Trustees to secure a future high school

  • Upgrade and modernize recreation facilities

  • Expand recreation programs to include every age, interest and ability

  • Provide a more flexible swimming schedule for working families

Protect our Heritage.

  • Enforce harsh penalties for people who allow demolition by neglect

  • Aggressively prosecute property owners who destroy cultural heritage

  • Invest in a funding program for heritage property maintenance

  • Listen to the Municipal Heritage Committee and respect their expertise

  • Recognize the importance of natural heritage and green space

  • ​Incentivize adaptive reuse for historic buildings

Make Development Fit.

  • Bring back the Urban Design Committee

  • Fight expansion of the Niagara District Airport

  • Make sure that infrastructure is in place before more growth

  • Establish a backwater valve installation and rebate program 

  • Speed up the Zoning By-law update process

  • Implement the new Official Plan and Secondary Plans

  • Stop delegating authority to Planning staff on important decisions

  • Consider history and heritage early on in any major development

  • Create more Secondary Plans for villages and neighborhoods

  • Focus density and growth close to transportation networks

  • Implement the Glendale District Secondary Plan

Keep Costs Low.

  • Set clear and specific guidance to staff early in the budget cycle

  • Target a tax rate that is below the Consumer Price Index for inflation

  • Expand public access to existing Town facilities

  • Get the most possible value for community benefit from Town properties

  • Prioritize community use of public properties

  • Incentivize affordable housing for families and seniors 

  • Expect efficiency and prudence from all Town staff on spending

  • Require data-driven business cases for every new budget request

  • Measure and track Return on Investment for capital projects

  • Complete a value for money audit and updated Service Delivery Review

  • Get the best value possible from the Municipal Accommodation Tax
